2010 RACE INSTRUCTIONS




I. Responsibility

  1. It is the responsibility of the captain/owner/master of the boat to see that it is competently manned and sailed.


  1. RBSA races may occur in bad or severe weather conditions. Additionally, weather conditions may change during RBSA races. The safety of a yacht and her crew is the sole and inescapable responsibility of the captain who must insure that the yacht is sound, seaworthy, and manned by an experienced, physically fit crew.


  1. It is also the sole and exclusive responsibility of the captain to decide whether or not to start or continue in any race.


  1. The RBSA Race Committee using sound judgement can postpone or cancel a race due to weather conditions.


II. Notices

Race cancellations, delays or postponements will be posted at the RBSA clubhouse and/or broadcast 1 hour and again ½ hour before the scheduled start on VHF channel 72.


III. Start Procedures

  1. Approximately 1 hour before first gun the course will be posted at the RBSA clubhouse. (No horn will be sounded.)


  1. Committee boat will confirm course at the starting line at time of check-in. Times will be taken from the visual signals; the absence of a sound signal shall be disregarded.


  1. WARNING – Class Flag: 1 sound, 5 minutes before starting signal


  1. PREPARATORY – P Flag: 1 sound, 4 minutes before starting signal


  1. ONE-MINUTE – P Flag removed, 1 long sound, 1 minute before starting signal


  1. STARTING – Class Flag removed, 1 sound


  1. Fleet Starting Sequence: Hobie, Open, Sunfish


  1. The warning signal for each succeeding class shall be made with the starting signal of the preceding class.




IV. Special RBSA Rules

  1. The penalty for breaking a rule in part 2 shall be a one turn penalty, including one tack and one gibe.

  2. Early over the starting line at the beginning of the race requires turning around and re-crossing the starting line.

  3. Passing a buoy or mark of the course to the wrong side should be corrected by maneuvering in such a way as to pass the buoy on the correct side. Touching a mark requires a 360o turn, including one tack and one gibe.

  4. The use of motors after the 5-Minute Preparatory Signal is forbidden.

V. Handicap Information


  1. Open Fleet RBSA races are open to all mono-hull sailboats 15 feet and larger. Handicaps will be based on the current US Sailing Portsmouth numbers assigned to the boat. All Open Fleet races will be sailed as one class. A boat may have only one handicap for RBSA races either with or without spinnaker.

  2. Hobie Fleet races are open to all catamarans with a Portsmouth Rating on the current list maintained by US Sailing.



VI. Scoring of the Races

The Open Fleet, scoring of the races will be using “time on distance” to score all races. Points for each race will be awarded as follows:

First Place . 75 points DNF number of starters

Second Place 2 points DNS number of starters plus 1

Third Place 3 points DSQ number of starters plus 2

Each add’l place 1 additional point


The Hobie Fleet will be scored time on time. Series scoring will be as outlined in Appendix A with the following exceptions.

DNC-Boats that do not sail to the start area intending to race will be scored DNC. DNC will score the number DNS boats plus the number of starters in that race plus 1

DNS – Boats sailing to the start area intending to race will be scored no worse than DNS. DNS will score the number of starters in that race Plus 1.

DNF – Boats that start a race and do not finish correctly will be scored DNF. DNF will be assigned a finishing place after the last finisher. For multiple DNF’s in the same race, boats will be placed in an order based upon when and where the boat ceased racing by judgement of the Race Committee.







VII. Trophies/ Awards

Awards will be presented to the winning boats as follows:

  1. Saturday afternoon Races - 1st, 2nd, 3r for summer and fall series.

  2. Norman Bennett Cup – 1st, 2nd, 3rd

  3. Granville Tubman Cup – 1st, 2nd, 3rd




VIII. Fleet Race Series

All races are sailed within the confines of Rehoboth Bay. There will be two Saturday series: Summer and Fall Series for Saturdays and one series for the season on Thursdays. Race dates are published on the Club calendar.


  1. Prior to each race be sure to check-in with the Committee Boat to advise your racing intentions and provide your sail number.

  1. The 5 minute to start warning signal will be given at 1300 hours on Saturdays.

  1. The Start will be between the Committee Boat and “X” pin marker approximately 75 yds away. Finish line will be at the last mark posted, often the same as the starting line unless the race is shortened by the committee boat.


  1. The race will be called if the first boat is unable to cross the Finish Line within 3 hours of the Start signal. If conditions warrant, the Committee Boat has the right to shorten the course during the race by repositioning the Committee Boat and finishing the race at one of the designated turning marks. NOTE: The committee boat should relocate to the proper side of the turning mark to insure a correct finish (port or starboard).

  1. Courses will be displayed or announced listing the marks and the direction for turns (port or starboard). The following will be used as turning marks for all race courses:

X Start / Finish pin anchored at end of Start / Finish line


Course Example: EA2X-P means start between committee boat with X pin to port; proceed to club bouy and pass to port; then to “can” C3 and pass to port; then to Club bouy to port; back to C3 to port. Finish at committee boat with X pin to port. (The 2 means twice around while the P means ALL turns and finish pin to port. S would mean ALL turns and finish pins to starboard.) “X” may be included as a mark of the course. Note: A boat finishes when any part of her hull, crew, or equipment in normal position crosses the line between Committee Boat and finish mark from the direction of the previous mark after taking penalties and correcting errors, even though the finish mark may not be passed on the prescribed side. If there is no Committee Boat on station at the finish, pass the finish mark on the side prescribed, close abeam.

  1. Granville Tubman Cup – 2009

This will be a resail of the cancelled September race will be sailed on June 13.

    1. The 5-minute warning signal will be given at 1300 hours.

    2. If conditions are favorable, a three race series may be conducted where the committee boat will remain on station.


X. Norman Bennett Cup - 2010

The Annual Norman Bennett Cup will be sailed on Sunday, July 11.

  1. The 5-minute warning signal will be given at 1300 hours.

  2. If conditions are favorable, a three race series may be conducted where the Committee Boat will maintain on station.





XI. Granville Tubman Cup - 2010

The Annual Granville Tubman Cup will be sailed on August 29.

  1. The 5-minute warning signal will be given at 1300 hours.

  2. If conditions are favorable, a three race series may be conducted where the Committee Boat will maintain on station.

XIII. Committee Boat

The RBSA will provide or assign the committee boat for all races. Volunteers are requested to manage the races

  1. Summer Series – June 5, 19, 26, July 17

  2. Fall Series – July 24, 31, August 7, 21

Note: Race Committee will attempt to conduct at least 2 races per day. Two throw outs will be permitted per series.
